- According to the report, the President’s Office owes Sh 174. 2m, while the office of the Second Vice President’s debt is Sh13.06 million and that of the ministry of Health is Sh424.10 million.
Zanzibar. The Revolutionary
Government of Zanzibar through its institutions, including the State
House, owes the Zanzibar Electricity Corporation (Zeco) around Sh13.6
billion in unpaid bills. This was revealed after the Controller and
Auditor General (CAG) of Zanzibar tabled the 2012/13 report before the
House of Representatives and the minister for State House and Good
Governance Dr Mwinyihaji Makame Mwadini.
According to the report, the President’s Office
owes Sh 174. 2m, while the office of the Second Vice President’s debt is
Sh13.06 million and that of the ministry of Health is Sh424.10 million.
Other indebted institutions are Zanzibar
Broadcasting Corporation Sh325.773m, the municipal council Sh746.3m,
department of civil aviation Sh374.6m and the Zanzibar House of
Representatives Sh150.4 million.
Others are the ministry of Agriculture Sh214.9 million, Zanzibar Television (TVZ) Sh64.1 million, department of press Sh4.9 million, the high court Sh3.8m, ministry of Communication Sh12.1m ministry of Education Sh35.9m and the Zanzibar college of financial administration Sh12.1m.

And then, Pemba Water Authority owes ZECO Sh3.4bn,
ministry of Health in Pemba Sh220.2bn ministry of information, culture,
tourism and sports Sh161mill and the department of road works of
Zanzibar Sh25.7m. the CAG, Ms Fatma Mohammed said the longstanding debts
are a clear proof that Zeco is operating under loss.
