Thugs stage chaos, halt Katiba forum

Dar es Salaam.
 In what seemed to be a well-choreographed act, a group of young  people believed to be university students yesterday forced the suspension of a symposium on the proposed new constitution, which was being broadcast live.
The much-awaited Julius Nyerere Symposium, which started peacefully, turned chaotic after youth, believed to have been hired by a CCM official, interrupted the former chairman of the now disbanded Constitutional Review Commission, Mr Joseph Warioba, as he was addressing the gathering.
Police had to whisk CCM National Executive Committee member Paul Makonda away after an angry mob bayed for his blood, accusing him of being behind the chaos.
The chaos lasted for about 30 minutes before calm was restored.
 Mr Makonda was punched and forced out of the venue by people who accused him of enrolling youths to cause chaos during the symposium.
The Citizen could not reach him to tell his side of the story after calls to his mobile phone went unanswered throughout the afternoon.
The organisers, the Mwalimu Nyerere Foundation, decided to suspend the symposium after consulting with security officials.
Addressing the gathering, Mwalimu Nyerere Foundation chairman Joseph Butiku said: “We shall not be intimidated by thugs…we are for peace and we shall continue to debate the proposed constitutional peacefully no matter what happens.”
Mr Butiku said Tanzania was a peaceful country which had weathered many challenges and therefore could not be torn apart by  a few “thugs”.
“I appeal to the government to rein in these thugs in our next meetings…we are not ready to seen these things happening again.
 “This is the beginning of a sustained awareness campaign in the Mainland and Zanzibar during which the proposed  new Katiba will be discussed in detail to see if contents reflect what CRC presented in the Second Draft…we are going to do it without fear,” Mr Butiku said.
Students from various universities and colleges thronged the hall well in advance sitting in groups in what seemed to be opposing sides.
The event was well attended by participants from both CCM and the Opposition, most of them being students from higher learning institutions.
At around 4pm when Mr Warioba was detailing changes made to the CRC’s draft constitution, a group of youths held up placards and began chanting.
“It is the people who will decide,” read one handwritten placard. Then chanting followed: “CCM! CCM! CCM!”
At that stage, some other youths, apparently feeling offended, confronted the placard-carrying,  chanting group and within minutes, chairs were flying in the air.
But the signs of a coordinated chaos were evident from the very beginning.  At 2pm this reporter, who was seated at the right row in the hall where which was full of young audience just like the rest of the rows. Then arrived a group of a dozen or so youth who took the remaining empty seats. One of them wore a scarf with inscriptions CCM.
 About 20 or so youth relocated to the middle row, protesting that “we cant sit with traitors” while gesturing to their colleagues to leave as well.
Warioba speaks out
 Mr Warioba said the proposed constitution has eliminated National Ethics and Leadership Codes, contrary to the proposal by the Commission.
The proposed new Katiba to be voted in a referendum early April, next year, also denies citizens their power to hold accountable and reject non-performing elected leaders, according to Mr Warioba.
Mr Warioba also mentioned the Union structure and the excessive powers of the President, as some of the key issues, which were not fully addressed by the CA.

    Tanzanians, please avoid political violence at any cost. Debate soberly any issues and tolerate opposing views. Do not allow hotheads or political extremists to take the lead in the country, otherwise Tz will lose its innocence as the most peaceful country in the region. The attack against Justice Warioba was very unfortunate and should be condemned by all peace loving Tanzanians. Before Uganda descended into chaos in the1960s, it started just like that with intolerance of opposing views being the order of the day. Before long the whole country was caught up in a political inferno whose effects are still being felt to date. Tz can avoid such mistakes!

        In Kenya recently we noted people in black suit during one of the political national election, in Tz we are now experiencing youths bearing the same marks in general meetings and symposium! we presume command Kova's intelligensia will bring to book all culprits within the shortest time possible so as to discourage similar occurrences. This will make the common people realize that not only opposition political youths are prone for instant arrest but whoever brooks troubles in public areas.
