3rd GCC eGovernment
meet recommendations — By A Business Reporter — MUSCAT — Oman made a
remarkable presence at the 3rd GCC eGovernment Award, Conference and Exhibition
which concluded on December 11 in Dubai, winning 7 awards in 14 categories for
various eGovernment initiatives, services and projects. The conference made
several of recommendations necessary to foster the drive towards a
comprehensive eGovernments and eventually smart governments. The 3rd GCC eGovernment
Conference Commission has had several meetings on the sidelines of the
conference, and concluded with a list of recommendations that emerged from the
current GCC strategic approach towards the eGovernment and its implementation
process. Also, the commission was keen on considering what has resulted from
the recommendations of the two previous conferences in Muscat 2009 and Kuwait
2011.
This is to ensure a specific build-on recommendations as well as a clear
image of the present eGovernment requirements.
Plans and policies:
The first recommendation is to have a joint plan for the implementation of Cloud Computing between GCC countries to ensure security of information as well as development of the GCC vision of smart governments and smart cities. This is in addition to working on framing a unified policy on the cybersecurity issues in the GCC including the electronic signature law. The commission also recommended a development of cooperation mechanism to reduce cyber-attacks and develop a plan to address the security risks that could be involved accordingly.

With regards to awareness and dissemination of digital knowledge, the commission recommended implementing a regular GCC outreach programmes to raise the level of how people should cope with the nature of eServices and smart government. Not to mention the need to promote a culture of cybersecurity and develop a unified curriculum for the Information and Communication Technology (ICT), to be circulated to schools in the GCC countries. It has also been recommended to establish the Gulf eGovernment Academy with a main task to develop the region’s competencies in ICT and inject the market with specialised local capabilities.

This will also create a Gulf Knowledge Platform to facilitate exchange of expertise, resources and successful experiences as the European portal experience: ePractice.eu and the American experience Howto.gov.

People with special

Beneficiaries of eServices and the need to make them available to this group of people were among the topics on the agenda of the conference and that the Committee recommended development of programs and plans to integrate the service with what suit their needs.

GCC data gateway
Among the important recommendations of the 3rd GCC eGovernment conference is the establishment of GCC Data Gateway to be linked with all data sources in the GCC countries, as well as to create an online portal for the children where they can be helped to understand the correct concepts of the use of technology and spread the culture of eGovernment among the younger generations.

Related to eTransactions and digital content, the commission recommended more cooperation between GCC countries to support Arabic digital content through the development of reference guides, government websites and cooperation as well as mail eAuthentication and regulatory frameworks. This is to further improve the common services such as ePayment and other transaction services to be outreached by more Arabic users. At the end of the conference there was an honouring ceremony for the participating delegations, international speakers, lecturers and paper presenters in the 3rd GCC eGovernment conference.
