Initially, the government said only the investigation report by the Auditor General (CAG) would be submitted to parliament while that by the Prevention and Combating of Corruption Bureau (PCCB) will go to the government alone.Rejecting the stand, PAC Chairperson Zitto Kabwe yesterday said for the committee to effectively pursue the matter, it will need both reports citing among other things, the PCCB had undertaken forensic investigation on the matter while the CAG report did not.
“We also need it (PCCB report) as a reference report to compare with that of the CAG,” he explained.
He said for instance, before confirming whether procurement was made, the business registration and licensing authority needed to make due diligence.
“If BRELA did not make diligence, it's easy for fraud to happen…and this can only be detected by PCCB which had access to computers and other communication interactions between the two parties,” he said.
He called on parliament to order the government to table the document for effective handling of the matter and for transparency.
The development ensued after Ezekia Wenje (Nyamagana-Chadema) asked for the Speaker’s guidance on whether the CAG report that will be tabled in the parliament by PAC will be accompanied by the one from PCCB.
In his clarification, Deputy Speaker Ndugai said the PCCB report will not be tabled in the House because according to him; “Should PCCB find any inconsistencies will take immediate action without seeking advice from the parliament.”
Commenting, Minister without portfolio, Prof Mark Mwandosya said the government will take into account all advice given by MPs citing however that PAC is welcomed to summon PCCB officials for any additional information needed.
The minister also said Prime Minister Mizengo Pinda has not received any probe report from either PCCB or CAG except for a general outline (summary) report.
