Bade: Tancis now covers entire country save Zanzibar

The Tanzania Revenue Authority (TRA)
The Tanzania Revenue Authority (TRA) has said that its new system known as Tanzania Customs Integrated System (Tancis) which was launched in July last year has already covered all regions in Tanzania save Zanzibar.

TRA’s Commissioner General, Rished Bade told The Guardian in an exclusive interview at the weekend that the new system which is aimed at bringing about greater transparency in customs clearance will also be put in place in Zanzibar in June this year.

Bade said: “We learned about this new system from South Korea. South Koreans are using this technology which is aimed at simplifying and speeding up the import and export of goods.”

He also said that the system has shown a big improvement since it helps the clearing agents not to move from one office to another in their quest for document clearance.“This system is very transparent, everyone can see the cargo moving from one place to another, also clearing and forwarding agents as well as customers are able to access Tancis through the internet,” he said.

He added: “The system will also link with other stakeholders like shipping lines and port authorities to speed up goods clearing processes, while banks will also be joined to facilitate quick payment of customs fees and duties.”

“Tancis will bring greater transparency in customs clearance requirements and processes. As the system will be available online, all relevant parties will be able to access it for relevant documentation. We therefore expect to reduce cheating since everything will be online,” he said.

He underscored that the system will also issue sms alerts to inform importers on the progress of their requests clearance so they could know at all times what is happening and be able to do verifications.

He went on to say that TRA has given DRC Congo the mandate to use the Tancis system so as to track all cargo that is transported to the central African country, not to go anywhere than in that country.

“DR Congo has started using the system, the best way that this system can do is to avoid cheating, if cargo is transported to Congo, they must go there. If it also did not reach there, you can understand that some cargo did not arrive … you can see this in the system,” he said.

He noted: “We are also in talks with Zambia and Malawi to ensure that they also use this system. We believe there is transit cargo that is not transported, and this system will reduce cheating.”

The commissioner general also disclosed that TRA will also come up with a new taxation system that would handle all domestic taxes.

“In the next few days we are coming up with a new taxation system that will handle all domestic taxes, the aim being to reach and go ahead of our 2018 vision so as to increase revenue to GDP to 19.9 percent by 2018.

The Tanzania Revenue Authority (TRA) was established by Act of Parliament Not. 11 of 1995, and started its operations on July 1, 1996.
