The Tanzania-Uganda War 1978-1979
WHILE THE UGANDA -TANZANIA WAR ENDED IN 1979, THE MOST AFFECTED RESIDENTS OF KAGERA REMAIN UNCOMPENSATEDBy Alvar Mwakyusa and Christopher Majaliwa
Dodoma — Uganda has so far paid 9.7 million US dollars (about 16bn/-) to Tanzania as war reparations, the Deputy Minister for Finance, Mr Adam Malima, told the House on Wednesday.
The two countries went to war between 1978 and 1979, after which it was agreed that Tanzania be compensated due to gross damages caused by war.
Under the leadership of Dictator Idi Amin Dada, Uganda had invaded some parts of Kagera Region, forcing the Father of the Nation, Mwalimu Julius Nyerere, to declare war on the country.
At the end of the war in 1979, Tanzania overthrew Amin's leadership and it was later concurred that Uganda pay war reparations to Tanzania amounting to 18.4 million US dollars.
The deputy minister reported that Tanzania and Uganda were negotiating to press the latter to complete the remaining amount as agreed.
Mr Malima also pointed out that the compensation was channelled to the Treasury to be used for the benefit of all Tanzanians.
He was responding to a question raised by Ms Conchesta Rwemlaza (Special Seats-Chadema), who had wanted to know the amount allocated by the government for Kagera residents who suffered from the invasion.
"We heard that billions of money has been paid by Uganda as part of war reparations.
Kagera residents, especially those in Misenyi District, were the ones who were mostly affected by the war. How much has been paid to those residents as compensation?" she asked.
Mr Malima noted that the government did not consider compensating Kagera residents as the war had impacted on the whole nation, adding that the funds were supposed to benefit all Tanzanians as the entire nation suffered.
