Addressing thousands of residents in Songwe Region, Dr Magufuli said he felt saddened by leaders who were not fully committed to their work, adding that he would ensure work discipline is upheld.
He said he would form a cabinet with strong and patriotic ministers who would be tuned to save the public with utmost integrity and zeal.
“I will form a cabinet that will include only committed leaders who round the clock for the interest of the country” he noted amid cheers, adding that non-result oriented ministers would immediately be shown the exit door.
He also cited corruption and abuse of office by some trusted government officials as among obstacles hampering implementation of development plans, insisting that “irresponsible public service officials would not be tolerated”.
Dr Magufuli marked his third day of election campaigns insisting that his 20- year experience in public service has taught him how to address challenges facing the community and convinced that this time he would perform better being the overall in-charge.
“Those behind embezzlement of public funds obstruct execution of community development projects such as better medical services, water, electricity, road construction and the like.
They will face the music,” Mr Magufuli vowed. He called upon registered voters to vote for CCM in the presidential election, parliamentary elections and local government elections to enable them work together to help the society to build sustainable wealth. He further pledged to discipline self-centred officials.
Dr Magufuli sounded confident in effecting swift implementation of development pledges as stipulated in the CCM Election Manifesto (2015-2020), in addition to other challenges afflicting the community even if not specified in the manifesto.
Revenue collection by the government has increased from 177.1bn/- in 2005 per month to 850bn/- with a steady growth of the annual budget from 4.13tri/- in the 2005/2006 to 22.49tri/- in 2015/2016.
Explaining the significance of the achievements, Dr Magufuli said most national projects had been implemented with reduced volume of credits and finance dependence on development partners from 42 per cent of the national budget in 2005 down to 15 per cent in 2014/2015 and further reduction to eight per cent in 2015/2016.
He commended the fourth phase government for advocating transparency in financial spending with active functioning of the office of the Controller and Auditor General (CAG) availed for public discussion, which he noted has instilled a sense of caution in expenditure.
Meanwhile, CCM Union presidential running mate Samia Suluhu Hassan has called for peace and harmony during the general election.
Ms Samia made the remarks yesterday when addressing a campaign rally in Machame North and Masama East in Hai constituency, Kilimanjaro Region, considered as a Chadema stronghold.
Ms Samia said peace, tranquility and true development can only be attained with CCM in power, calling on the residents to ensure that the ruling party takes back the Hai constituency, so that development projects outlined in the party’s election manifesto can be implemented.
“Peace and harmony is very important. We have witnessed our neighbours seeking refuge in our country. Where will we go if peace is breached? Regardless of our political affiliations, we must all ensure that peace is protected,” she stressed.
In Machame North, Ms Samia told the people that since the constituency fell in the hands of the opposition, there was no development apart from what CCM has done.
She promised to address challenges facing residents, including science laboratories in public schools, dormitories, dining halls as well as ensuring that revenue accrued from the tourism sector benefits locals.
She added that CCM will improve health services at the Machame Designated Hospital. In Masama East, Ms Samia promised to have Masama Gate opened for locals to benefit from revenue collected from tourists using the gate to access the attractions in the area.
The CCM presidential running mate introduced the party’s parliamentary candidate, Mr Danstan Mallya, to the people, urging them to vote for CCM to ensure true development.
“Vote for Mallya and Dr John Pombe Magufuli. I will be the vice-president and I promise you that I will ensure challenges facing the area are fully addressed,” she said.
She mentioned some of the challenges facing Masama East as including employment for the youth, improved health and better agriculture practices. After the Siha campaign rally, Ms Samia left Kilimanjaro for Arusha Region.
