Dons elated at Magufuli moves, urge more!

  • A cross-section of analysts and academicians yesterday advised President Dr. John Pombe Magufuli to ‘overhaul’ the existing system of government, in order to improve performance in the government.

They raised their voices in separate interviews following the decision by the Head of State to suspend six officials of the Tanzania Revenue Authority (TRA), including the Commissioner General Rished Bade due to the loss of over 300 containers at Dar es Salaam Port.

Prof. Kitila Mkumbo of the University of Dar es Salaam said: “What President Magufuli is doing is to address people’s concerns and not a revolutionary policy as some people think.”

“What President Magufuli is doing is not new; it’s within existing national policy, but it lacked enforcement mechanisms,” the don underlined.

“Magufuli has now begun to implement those policies by resolving some long-time concerns facing the public…therefore the president should be supported by all who wish good for the country, irrespective of party affiliations.”

The don asserted that the president’s efforts will also help the government to increase revenues and decrease the donor dependency syndrome, which has been a serious disease in Tanzania and Africa at large.

“If these measures work, it’ll take Tanzania into extra mileage in terms of economic prosperity as the Dar es Salaam Port is one of the country’s key GDP earners.”

An economist from Mzumbe University, Dar es Salaam Campus, Prof. Honest Ngowi said the president’s efforts will motivate Tanzanians to enhance tax compliance in comparison with the past.

 “For years, many people were reluctant to pay taxes as the public services offered were incompatible with the taxes they paid for, but I’m optimistic that the situation will be different,” the business studies lecturer declared.

Prof Ngowi said the current government’s measures will have a positive impact on the country’s economy.

According to Prof. Ngowi, Magufuli’s efforts provide a lesson for civil servants to refrain from the ‘business as usual’ attitude.

For his part, a senior lecturer at the University of Dar es Salaam, Prof. Haji Semboja noted that the fourth phase government had put in place policies, but failed to achieve them as it lacked accountable leaders to implement them.

He said that most leaders in the fourth phase government didn’t care about the results of their work, “but this government seems to be more serious than the previous.”

Prof. Semboja described President Magufuli as an accountable leader and not one among administrators who prefer the ‘business as usual’ mentality.

According to Prof. Semboja, current problems originate from the existing system of government.

“That’s why I am requesting Dr. Magufuli to ‘overhaul’ the entire government system rather than dealing with individuals.”

On the TRA case, the don said Magufuli is supposed to dissolve the whole TRA board and its management and reform the entire authority in order to bring positive changes.

Another senior lecturer at St. Augustine University, Prof Mwesiga Baregu, lauded the president’s efforts, saying it may bring good results “but he should go further and address the source of the problem.”

The don suggested the need for tightening rules and regulations governing TRA operations.

He however cautioned that even the third-phase President Benjamin Mkapa begun with high speed as Dr Magufuli but he failed because of the poor government system.
