According to UNTV News, DIDM's records found that Davao tops the list of most rape cases in the country with 42 counts. Duterte was first elected mayor of Davao in 1988, remaining in office until 1998. He again ran for the mayoralty in 2001. He was later re-elected in 2004 and in 2007.
