Mwangosi's Death Probe Report Out

A REPORT by the committee formed by the Minister for Home Affairs Dr Emmanuel Nchimbi on the death of a Channel Ten journalist, Mr Daudi Mwangosi, has recommended respect to rule of law and improvement of relations between police on one hand and the media and political parties on the other.
The Chairman of the Special Committee, Judge Stephen Ihema, said that the committee had established that there was excessive use of force by police, but ruled this out as the cause of the death. He, however, would not reveal what caused the death of the journalist as the case was already pending in a court of law.
"With the help of interviews with the police, political parties and religious leaders, physical visits, talks with both national and local government officials and reading documents, the committee ascertained that there was a large police presence that used excessive force.
"Among the numerous recommendations, the committee wants greater efforts in improving the relationship between the police and journalists in Iringa after we found things weren't well," he said.
Other recommendations include that the Minister for Home Affairs should decentralize his powers such that the right to appeal for permission to assemble shouldn't remain in Dar es Salaam and that there should be better relations between the police and political parties.

Others are that the Regional Commissioner and District Commissioner shouldn't wear party colours at official meetings.Dr Nchimbi said that the government was thankful to the committee for the good job that it had done and promised to work on the recommendations that were cross-cutting and should involve all stakeholders.
He said that his ministry's work with political parties wasn't an option but had to be done for the interests of the country and the future generations.Other members of the special committee were Ms Pili Mtambalike of the Media Council of Tanzania; Theophil Makunga of Mwananchi Communications Ltd and Editors Forum and Criminal Investigation Department representative, Deputy Commissioner of Police Isaya Mngulu.
The late Mwangosi was caught in a fracas as law enforcers attempted to disperse what was believed to be Chadema supporters and followers at Nyololo village in Mufindi district, Iringa region.Meanwhile, prior to the death of Mr Mwangosi, the relationship between Iringa scribes and government officials, including the police force was not good.
This was said in Dar es Salaam by the Media Council of Tanzania (MCT) Secretary General, Kajubi Mukajanga when he made public to journalists the final report on the findings on the cause of death of Mwangosi.The report was compiled by a three member committee formed by the MCT and the Tanzania Editors Forum (TEF), in which findings indicate that since the last quarter of last year, the relationship between Iringa journalists was tainted by bad blood between the two parties.
Mukajanga said that evidence the team laid hands on showed beyond any reasonable doubt that police were fond of deliberately and consciously intimidating Iringa-based journalists covering Chadema activities at Nyalolo village.
