Education institute starts post-graduate programme

The third phase of the Post Graduate Diploma in Curriculum Design and Development programme was launched yesterday by the Tanzania Institute of Education (TIE).

The programme intends to address challenges of planning and preparing of learning curricula and is a joint effort of three institutions.

These are the Open University of Tanzania (OUT), TIE and United Educational, Scientific and Cultural Organisation (UNESCO).

On behalf of the Deputy Minister, Prime Minister’s Office Regional Administration and Local Governments (Education), Kassim Majaliwa, the Deputy Permanent Secretary, Dr Deodatus Mtasiwa, said the programme is a solution to challenges facing the education sector in the country.

He said it will focus on spearheading a holistic and comprehensive reform of basic education in the spirit of Education for All (EFA).

“Initially, this initiative- Best Education in African Programme (BEAP)- is aligned with stakeholders that implement various sector plans in developing education endeavours,” he said.

He explained that the aim is to fill gaps and make connections in such a way that the core dimension of access, quality with relevance and equity receive optimal attention.

Dr Mtasiwa said BEAP is also focused within the second Millennium Development Goals (MDGs) aiming at achieving Universal Primary Education (UPE).

This action stipulates that by 2015 every child should have an opportunity to complete compulsory full primary school education, said Dr Mtasiwa.

However, he said, in the course of implementation of the two initiatives there have been some challenges.

He mentioned them as lack of capacity to develop and implement curricula and ability to set national benchmarks for education development. Another is inadequate supervisory qualities.

For his part, the TIE Director General, Dr Leonard Akwilapo, said the third phase of the Post Graduate Diploma will have 73 students drawn from 25 countries.
He said the enrolment has increased by 30 students compared to last year.
Dr Akwilapo said the increment indicates that the programme is becoming more and more popular.

He said this is because of its usefulness and effectiveness as a solution to problems in the field of curriculum design and development.

He added: “As for the programme design, participants will have ample time to share experience among themselves and also with prominent professionals in the field during the face to face sessions.”

Countries expected to participate in the programme include Uganda, Kenya, Rwanda, Ethiopia, Botswana, Burkinafaso, Chad, Tunisia, Nigeria, Sudan, Senegal, South Africa, Lesotho and Togo.

Others are America, Russia, Finland, Seychelles, Zambia, Ghana, Cameroon and host Tanzania.
