The hopes of over three million Tanzanians living abroad for a new Constitution that allows dual citizenship were dashed following concerns that such a provision would pose a threat to national security.
However, the idea, which was backed by President Jakaya Kikwete and Foreign Affairs Minister Bernard Membe, was thrown out after members of the Constituent Assembly raised the red flag that Oman Arabs who fled after the Zanzibar Revolution of 1964 could return to claim property.
Instead, the Assembly’s drafting committee recommended that former Tanzanians who hold citizenship of other countries be granted special status. Eight committees of the assembly recommended that Tanzanians living abroad be granted special status while four recommended dual citizenship.
