TPA officials to appear before MPs

Officials of the Tanzania Ports Authority have been ordered to appear before the National Assembly in two weeks time to clarify the controversial expenditure of Sh26bn.

The order was issued yesterday in Dar es Salaam by PAC Deputy Chairman, Deo Filikunjombe who instructed the TPA officials led by their Board Chairman Joseph Msambichaka to report to the august house on November 15 where they are also to explain their alleged use of some Sh9.6bn for a single staff meeting.
According to PAC, the auditing report for the last financial year 2011/2012 shows that other than the shocking Sh. 9.6 billion for a single staff meeting, the Port Authority officials also allegedly spent another Sh. 6.4 bn for advertisement and Sh.10 bn for an unspecified official trip.
Speaking to the officials at the just ended Permanent Parliamentary meeting Deputy Chairman Filikunjombe said doubt riddled expenditures and as such, PAC had asked the Controller Audit General’s (CAG) office to investigate the matter which it did.
 “We received the CAG report but we cannot discuss it now…we need more time to evaluate it.” Filikunjombe said.
Last year, PAC refused to approve TPA’s 2011/2012 Report citing massive embezzlement to the tune of Sh58.6bn.
Besides rejecting the report, the Committee also wrote a letter to the former Controller and Auditor General (CAG), Ludovick Utouh to investigate the flaws.
TPA’s rejected reports include a Sh10bn expenditure on official trips, Sh9bn for staff meeting/s and Sh3.2 bn for medical expenses.
Others are Sh6.4bn for advertisement and Sh30bn for the acquisition of cargo loading equipment at the port.
In another development, former PTA Director General Ephraim Mgawe is charged with abuse of office.
Mgawe, was suspended in January 2013 by Transport Minister Harrison Mwakyembe along with his former deputy, Hamad Koshuma, who was in charge of port services.
They were accused of abusing their authority by irregularly awarding a multi-billion-shilling tender to China Communication Construction Company Limited for construction of berths at the Dar es Salaam port.
Charging them under Section 31 of the PCCB Act Number 11 of 2007, the prosecution alleged that the tender was signed without competitive floating as required by law. It was also alleged that the manner in which the tender was awarded was intended to obtain undue advantage for the said Chinese company. 
Meanwhile the Committee has also completed review of Mzumbe University’s audited report which it described as, clean and an example to be followed.
