US blow over escrow

In a press statement, Mr Childress said the MCC Board meeting on Wednesday in Washington shelved the facility as it awaits the outcome of the escrow investigation and other reforms to tame corruption, mainly in the energy sector.
Dar es Salaam. The United States has just hit Tanzania with a major financial blow again, this time citing runaway corruption. Ambassador Mark Childress announced yesterday that the Americans had put on hold the signing of the Millennium Challenge Corporation (MCC) compact with Tanzania pending the government’s action on the Tegeta escrow scandal.
In a press statement, Mr Childress said the MCC Board meeting on Wednesday in Washington shelved the facility as it awaits the outcome of the escrow investigation and other reforms to tame corruption, mainly in the energy sector.
The move comes at a time the government is struggling to fund the 2014/2015 budget after 12 donor countries and multilateral bodies, including the World Bank, withdrew $558 million (nearly Sh1 trillion) in aid over the same scandal.
The General Budget Support funding was withheld in May this year and the State’s efforts to appease the donors have hit a brick wall. Like the US, the donors want to see those implicated taken to task before they make any funding commitments. Yesterday, the US ambassador said the MCC funds expected to be released in early 2015 would not be forthcoming.
This development comes despite the fact that the US Congress approved an allocation of $9.78 million (Sh16.14 billion) in October to help Tanzania lay the groundwork for the second MCC funding that was reportedly in the range of $450 million to $700 million.
In the past five years, the government relied on $698 million funding from MCC to roll out extensive electricity, power and water projects across the country. The government intended to use the second phase of the MCC funds to extend similar services to more rural areas and open up the rich southern agricultural corridor.
News of the MCC move spread quickly yesterday, receiving substantial traction on social media as Tanzanians poured out their frustrations. It also vindicated Kigoma South MP David Kafulila who, during the heated debate on the IPTL scandal last month, told Parliament that the MCC had shelved funding over corruption. The minister for finance then denied the MP’s claim.
Mr Kafulila first raised the Tegeta escrow matter in Parliament after The Citizen exclusively reported the matter. In its Wednesday statement, the MCC Board said it was concerned about the country’s corruption record but added that it was pleased with President Kikwete’s promise that he would crack the whip.
“Progress in combating corruption is essential to a new MCC compact, as well to an overall improved business climate in Tanzania,” Mr Childress said. “We are encouraged by the State House’s announcement of December 9 that it will soon address the parliamentary resolutions linked to IPTL, and we urge quick government action, given the impact on several key development issues.”
Although the board voted to allow Tanzania to continue working on the compact proposal--given its position on the MCC’s policy scorecards and its strong previous performance as an MCC partner--it stated, however, that a final MCC compact would be approved only if the government took concrete steps to combat corruption.
MCC is a United States Government agency that provides assistance to developing countries. If the compact were to be finalised, Tanzanians would benefit from multi-billion shilling projects that the agency funds in the country and it would be Tanzania’s second MCC compact.
But because MCC is based on the principle that the aid it offers is most effective when it reinforces good governance, there were fears that the US could cancel the MCC funding over corruption concerns.
During its annual country selection meeting, the board noted that Tanzania has experienced a significant decline over the past seven years on the key indicator measuring efforts to control corruption.
The board also reaffirmed more broadly that Tanzania must undertake a series of previously agreed upon structural reforms to improve the efficiency, effectiveness and transparency of the energy sector.



  • This is great news from the United States. The decision to hold MCC funds will force this incompetent and corrupt government to crumble to its knees. Mr.Kikwete can try to show defiance against the USA and the European government refusal to disburse the fund to support his corrupt government but he will not prevail. The president and his cronies in his government always jump into haste repudiation of the Western countries displeasure of his government, and then goes behind the back door begging for their help. Mr.President, you have been quite and slow in taking action against your cronies in your government, but you and your government are always quick to denounce the West when they want you to be more responsible for your government. Mr.President,you are either a toothless leader or your hands are also in the cookie jar.

        I fully concur with this commentator, the President has to take drastic action else the world wouldn't understand him.Had it been pick pocketing or cattle rustler they could be rotting in prison or could have been stoned to death!otherwise he could be protecting close relatives though we are quite certain himself as a President is a clean man, as clean as the father of the nation Mwl Nyerere!

          Well done USA, at last you acknowledge the cries of the poor. The government has for long played on its citizen, treating us like rubber stamps, knowing that no one would come to our rescue!
          No.1) Millennium (MCC) goal 690 million USD money of which retired US president George fought hard to ensure Tanzania citizen receive the money on time for economic development and economic empowerment, most of the money were handed to Chinese contractors who went laughing to the banks, while local citizen were left with mere statements.
          Such funds was designed not only to build roads, water supply projects, air ports and electricity supply, also mainly to ensure a short in the arm for so many unemployed, create entrepreneurs through full participation as main contractors , joint ventures basis, subcontractors, suppliers of construction materials etc.
          This didn't happen, as the deeply corrupt government after receiving 690 million USD , it went berserk, running amok to Chinese companies, 80% to 90% of all road construction projects were handed over to Chinese companies.
          We demand the government hand over the list of companies handed over the contracts and together with contract sum.
          That means MCC funds were used to provide business for Chinese companies as they are good in paying huge bribes which actually they will get back the Mooney through the same contracts. I was shocked to see every project announced, and those in being announced by the government that have been awarded to Chinese contractors.
          Now you can question the government, how many local contractors have acquired more experience and technology by participating in MCC projects!
          To me this is very serious, as huge pool of graduates have been languishing in streets, where even an excavator at road construction sites is operated by Chinese from China! What about managerial lev contractors were calling each technicians, supervisors, managers., carpenters, bar benders etc?
          689 millions USD could have created everlasting impact on Tanzania citizen lives especially technology know how and businessmen! but they squandered all as corruption ruled the day! Chinese contractors were calling each other to grab the jackpot, while local citizen standby watching like spectators!
          This government is insane! How can they do that, to poor people who have struggled for years, but yet supporting the same government by paying taxes
          from hard work, farmers using hand hoe to cultivate crops, yet when they harvest they pay tax to corrupt government, which in turn pay lip services.
          The Prime minister who hails from Southern part, ensured most of the projects were directed to his home regions including neighboring ones. He used such opportunity to for his political survival.
          Are you not surprised, even the second MCC phase, the same manipulator he already planned the money to be sent to the same southern region his home region, very shameless!
          Simple reasoning, the money is donated by western countries at least try to be genuine and distribute equally, other regions also must be developed, otherwise everyone will start scrambling for political positions to become prime minister or president so that he or she can develop their home regions.
          This is the start of African conflicts brought by greed and corrupt government leaders, who grab everything for themselves!
          Tanzania lost entire mining industry in 1990s due to corruption , government leaders signed skewed contracts with huge tax holidays, companies exploited gold and declared very less amount to pay less royalty revenue, today the gold is being extinguished, in some of the mines no longer feasible to continue extraction, but corruption continue as they foreign mining companies continue to bribe the government, to take over such sick mines, to avoid closing down cost. The same minister of energy and minerals has taken over the old mines buy telling the public that they are taking over the profitable mine. Very stupid is it?
          If the mine is profitable they won't sell it to the government, and if the government is serious about involving in profit mining business, why not grab itself the best productive mining ares new one and explore it?
          The same minister, he was told not to sell oil and gas exploration blocks to wait for ne mining policy to be debated by the parliament so as to ensure local citizen full participation as it is being advised by we citizen and good foreign countries like USA, Norway, Holland etc. He the minister became adamant, saying they can't wait, as usual they are above the law! He went ahead by convincing the president to support him, all 8 exploration blocks were sold to foreign companies, not even a single block was given to local companies which lined up begging them for years!
          How cruel his this minister and the government? The late founding father of the nation Mwalimu Nyerere, he had ability to sell every thing to foreign companies if he wanted, but he didn't Instead he was sending local students to Germany and other countries to study oil and gas, mining, engineering so that they can come back and explore the resources for the benefit of the citizen. He left everything intact for citizen and future generation.
          What is happening with this government, rushing to sell everything before the end of their term in 2015, next year without bothering if the citizen will benefit or not as long long as their won pockets are filled up!
          Look at how they grabbed the new constitution from the people, all recommendations by citizen to ensure good governance have been thrown out to protect among themselves for committed corruptions!
          The case of killing elephants, all corruption, until international community come after them nothing would have happened.
          We thank international community for standing with poor Tanzania citizen, as they corrupt government know that 90 percent of the citizen are poor farmers, who have no voice, hence they use them to get voted to power by hooks and crooks.
          This is self destruction, by greedy, selfish get rich quick schemes operators as government leaders.
          They must be stopped at any cost as we are not prepared to see Tanzania being turned into another Zimbabwe!

              This admiistration has turned Tanzania mining sector look like Congo DR. Congo is the richest country in mining but all revenues goes to Kabila and his cronies. We didn't deserve to gain independence from Briton at all because we do not know how to use tax money to bring up development that people want.

                      Slavery is very common in independent countries like India, Middle East - read from the revealed stories of enslaved house girls in the Middle East!!! there was a time one Tanzania member of Parliament (Mr Mtemvu Abbas Temeke MP) wanted to send slaves to those countries but our minister of foreign affairs (hon Membe) object the idea vehemently in the august house!! There is no difference in sending our sisters and children to such errands which doesn't differ from turning hours sons into drug mules to China, Hong Kong and Macau! - girls house work chores, boys drug mules instead of exporting University graduates(technologists, doctors, professionals) simple because of 40% commissions

                          During colonial time at least everything was organized, but now we have black masters who enslave their black fellows and making life miserable for poor. Hong Kong has been England colony until 1998 but was still one of the wealthiest country (colony) because even if the colonialist were there were no corruption. Yes we are free but we are suffering more than when the Brits were here in the hands of black colonialists who do not care for their slaves. Congrats MCC/ USA Embassy for holding the money.....no more 10% for corrupt officials.

                        Kikwete is trying to do his own investigation......so strange. Everything is out, CAG, PAC committee and PCCB have investigated, parliament has come with decisions but this president seems to ignore. Actually what is planning to do is to shield the corrupt government officials. Mr ambassador please do not release those money until Tanzania government learn about Accountability if they are not then slap a visa ban on this president and his cronies.

                            Methinks the most disgusting thing regarding the IPTL scandal is that political appointees of the president like ministers, AG who have been seriously incriminated in parliament and resolutions adopted against them, do not see the reason to resign from their positions even if they believe they are innocent! Political accountability to these people, apparently, has no meaning! Ostensibly, they are waiting for the president to relieve them of their duties; which means they even expect the president not to take action against them! This is very strange. For, the bottom line is that even if the whole government endorsed the payment of the Tegeta escrow account funds to PAP, it is now apparent that this was a mistake and those who should have advised the government against such a blunder must be held accountable on behalf of entire government. As simple as that, and those people should have left voluntarily the public offices they re holding instead of waiting for the president to decide. Even more strange is ministers who have received billions from the beneficiaries of the Tegeta escrow account funds are also waiting for the president to decide on their fate! Apparently these people do not see that their positions as ministers are no longer tenable! That is how low Tanzania has descended.

                                I will not be surprised the president himself is part of the corruption. This president have never taken any action to those who are involved in money ,drug, land and ivory issues. He must be empeached. He has taken this country to a dissgrace. He choose to not listen to the people till he is forced by Western people. His silence has destroyed the beaty of this country, and the love of citizen. They dont trust any one in the government.
                                People are working hard without the government support and that must end.You cant lead a nation without peoples support. He too should think of resignation and pave the way to some one with ability to lead. He catters to the thugs who are criminals for what reasons who knows.
                                Under his leadership he has forced to change the cabinet many times, and still appoint same thugs. He was worned on elephant poacing, and yet his presidency writes was issued for reach foreign people to go and wipe elephants. He has a very close relationship with Chinese who are directly ingaged in poaching, smuggling, and taking all minerals unchecked.
                                He never take any actions, even when all evidance point directly to te persons involved. But, he has beed praised by US, and onter western leaders even when albinos are being killed daily, innocent people, police brutality you name it.
                                He is the source of the problem.

                                    Minister Muhongo, Prime Minister Pinda and the President Jakaya Mrisho Kikwete were all heard arguing at various platforms that monies in the ESCROW account were not Tanzanian monies mainly because the monies Tanzanians owe IPTL in respect of power purchases and plant capacity charges are much higher than the monies the Escrow account held. They didn't consider that Tanzanians were supposed to be the main shareholders in the IPTL they provided the fuel which run the plant throughout the many years it operated in the country, the market for the power produced and its distribution. Such consideration means the Government should have been paying less than it has been paying for the power purchased from IPTL and IPTL plant capacity charges throughout the years of operation in the country. It means the monies which were in ESCROW account were peanuts compared to the over-payments of power purchased from IPTL and its plant capacity charges the Government has been making throughout the many years IPTL operated in the country. A clear proof of this line of argument obtains from the way VIP dished out millions and billions of its share of the monies drawn from the escrow account secretly to so many Government, political and religious officials. Monies earned from corrupt free business doing hardly yield so much in the form of profits which could be dished out so much to so many for free. And, the dish out carried out in secrecy is a clear indication that VIP (the donator) and all the Government, Political and Religious officials (the recipients) knew that the huge monies involved were not cleanly earned.
                                    What earned VIP a share of 30% are mainly the high power purchase price and plant capacity charge he helped fix in favour of IPTL at the expense of the power consumers in Tanzania. The fix was carried with the help of those who received from the monies VIP received from escrow account.

                                        They have never considered that in their lives! Be it mining, infrastructure development projects handed over to Chinese companies and others, now the much talked gas economy.
                                        Do you have any idea or feeling that you can team up with others people and bid for oil and gas sub-contract even to supply some building materials etc?
                                        In other developing countries, local citizen will be busy submitting their bids, discussing among themselves how to execute their projects, sourcing for materials and services, busy happy that they will make some money to pay the salaries of their employees, or their families and have better lives!
                                        This is how all successful developing countries have used their natural resources to economically empower their citizen and eventually eradicating poverty. Every single cent used to implement any national project, part of it must go into hands of citizen through such arrangement, if nothing like that happening, then you can forget poverty eradication!
                                        Why foreign NGOs can go to the villages and start some projects to generate profit or poor citizen? The government receives billions of money, why they can't engage the citizen to implement such projects? What for we have highly educated ministers whom their job i to hand over projects to foreign companies? that is all they can do for poor citizen? they should be thinking better than foreign NGO, because they lived poverty, they smelled it on daily basis or their relatives and neighbors!

                                        I urge the US and other donor community to stick to their point. Leaders in this country are too corrupt, I wonder why it took so long for the US and other donors to come to a realization of grand corruption tendencies and emblements of public funds being done by this one party government, or perhaps the donors have been blinded by the smiling faces seen from these government leaders!!

                                                There is no difference between Mabutu and Kikwete. He too has dark side with his family. Ridhiwani has been mentioned many times, involving him dirrect in Mining from Mbinga, Drugs in China, Busses ownership,Oil you name it. many of these contracts and bogus companies offshore, they too wonder if are not directly involved. His ten years of silence, Am sure the public will learn more and worse than this Esrow svcandal and will shock the world.

                                                  To all who have been coming out to share your concern of destruction by corrupt government, ruling with impunity, today you have been vindicated.
                                                  No one new that USA and EU will come to the rescue of poor Tanzanians crying for help, while the corrupt government went on public fund, assets swindling expedition before the end of their term in office 2015.
                                                  No single project is planned properly, any foreign company which show up with interest in any business either genuine or not, beneficial to citizen or not, they government quickly sign contracts provided bribes money are paid to them.
                                                  That is why people are wondering , so many projects have been undertaken, mining, oil and gas etc but majority are still in heavy poverty. Because these projects are not deigned with inclusiveness of citizen for their benefits.
                                                  To all of you, my advice is to stand firm, defend the only natural resources left, in the country - mining , oil and gas.
                                                  No more secret contracts. From today on wards, all proposed development projects including mining, oil and gas, roads, water supply , electric power supply etc should be brought before the cabinet for deliberation to ensure a complete structure of executing the project is in local citizen favor.
                                                  Main contractors - if not local companies, the next option should be joint venture with foreign companies. All the companies profiles must be discussed by the parliament, subcontractors for material supply, labor and equipment must be local companies.
                                                  Road construction, water supply , electric power distribution must be by local companies.
                                                  The onus is to the parliament to come up with model which will be used to recruit these companies.
                                                  no money should be issued to any ministry for paying contractors, including local and foreign ones. Ministry of finance should issue the payment direct to the contractors and consultant after all clearance by the project managers representing the government, and the schedule of payment being scrutinized by PAC and CAG, Say every 3 months a single payment issued to claimants..
                                                  All projects , tenders, stage of parliament approvals, names of companies and projects with cost , all must be online for citizen to access and view.
                                                  All transaction must be on line. That means anyone from state house , prime minister, ministries , public can log in and view information.
                                                  All local contractors, with technical capability but not well financially, must be given 20% of contract sum as start up fund for mobilization and purchase of materials etc to start the project. They must submit the list and cost including the companies which will supply the material to parliamentary committee and Treasury, all these must be on line. The said 20% may not all be paid to contractor, as suppliers can submit their invoice and materials be cross checked at site and acknowledged being the in good condition. Treasury can pay direct to material suppliers. Evidence including photographs must be recorded.
                                                  In this way, those with low capital can engage in business and avoid hassle of borrowing from the bank which charges exorbitant interest rates.
                                                  The idea is to empower local citizen economically, the is what the government and parliament should be doing.
                                                  No more boasting of having constructed so many highways and roads, which are all constructed by Chinese and other foreign companies, that is not social and economical development policy need in the country, any one can call Chinese contractors to build the road provided have money to pay them, and most of the money came from USA under George Bush - MCC 690 millions USD. That money could have changed lives of many Tanzania citizen, but all were handed over to Chinese companies, Indians companies, Korean companies, and some western companies.
                                                  Worst of all those in high government positions, directed the priority of projects to be funded in their home regions.
                                                  Oil and gas projects. All 8 oil and gas exploration blocks sold must be renegotiated, either all should be under joint venture with local companies or 4 of them must be surrendered to local companies, then those foreign companies be which own them be allowed to come in as sub contractors, so as not to loose out!
                                                  The parliament must take up all these issues,
                                                  Mtwara oil and gas refinery plants to be constricted by few foreign companies, must be renegotiated, now! Proper structured implementation is needed.
                                                  No foreign company should be allowed to won 100% share in the project. Maximum they should hold 40%, and 60% by Tanzania through local private companies. Other foreign companies will be alloyed to participate in the project as sub-contractors depending on nature of technology required in particular items.
                                                  The culture of taking the project and handing over to foreign companies as long as they pay kick backs to government leaders must end right now!
                                                  Bunge must sit down and prepare all these and debate without prejudice for the best of the country, otherwise for ever Tanzanians will be thrown on the corner watching foreign companies using the country resources to make billions of profit due to stupidity of corrupt government leaders!

                                                      Tanzania is similar to Congo for the moment. There is no difference between Mabutu and our president today. He has turn Tanzania to his ,his family and friends farm., i am sure since America who have been supporting him are looking at Escrow seriously more are yet to follow. People thought America was behind most of these problems because they have been silent too for long time.
                                                      I believe people will reveal more knowing they have American support. Will see.

                                                                USA and the EU have demonstrated to be the truest friends of Tanzanians, and the most concerned on the safety of their resources. The decision not to release aid funds to Tanzanians under a CCM Government which is not doing much against escalating corruption in its institutions is more valuable to Tanzanians than the releasing of the same to them via such irresponsible Government to only effect consolidation of the rein of corruption in their Government. Please don't release the funds till satisfied they won't end in the hands of Government officials or enhance corruption levels in the Government.

                                                                    Not sure if citizens of Tanzania know this - not only is funding from US/UK/Finland on hold, but all projects being funded by US insitutions have been stopped. The Power Africa 5MW solar power project in Kigoma has been put on hold. This is very unfortunate as the project is critical for bringing cheaper, plentiful and reliable electricity to the people of Kigoma who currently depend on expensive (limited) diesel generation from TANESCO.
                                                                    Yes - corruption is directly harming the people of Tanzania.

                                                                          I kept asking myself all this time, how possible for US not to know.
                                                                          I dont believe. For the American ambasador not to see all these negativities and cry from the opposions, the open killings, ubduction of oppositions, journalists,land grabing, elephant killings, public bombing from CCM to Chadema, what else. That itself is enough to ask this president to step down.

                                                                                  We have to keep pushing and encourage all Tanzanians to come out of their and liberate the country from the shackles of these corrupt mafias! Those in cities should meet regularly in cafes to exchange views,, including throwing out the manipulated new proposed Katiba, voting CCM out of office in 2015. We must also tell our relatives share information in villages were majority lives educate them of the danger in continuing supporting corrupt government!
