NATIONAL AUDIT OFFICE (NAOT) suspends 3 senior officers

The National Audit Office of Tanzania (NAOT) has suspended three senior officers after receiving a review report from the Swedish International Development Cooperation Agency (SIDA) which demonstrated significant control lapses that call for investigation and disciplinary action.  
The suspended officers are the Accounting Officer, Chief Internal Auditor and Head of Planning Unit.
“In accordance to Reg 36 and 37 of the Public Service Regulations, I have suspended 3 senior officers from performing their administrative duties who are directly linked to the alleged anomalies pending investigation outcome,” announced Controller and Auditor General Prof. Mussa Assad in a statement released to media yesterday.
According to the statement from NAOT issued in Dar es Salaam yesterday, SIDA has been conducting reviews in all phases of the National Audit Office Development Project (NAODP) and submitting reports in accordance with the project agreement. 
“It is in this regard, Sida found appropriate to commission an external reviewer. Baker Tilly Merali’s of Nairobi Kenya to conduct the review,” reads the statement. 
It said that the outcome of the review shows that there are lapses in internal controls that have led to inadequate quality of financial accounting and some expenditure were made outside the terms stipulated in the agreement. 
“I have noted with serious concerns findings in Sida review report in respect to accounting anomalies raised in the report,” said the CAG.
“After seeing the report, I took necessary measures including commissioning of an Independent Inquiry Committee in line with Reg. 46(1-4) of the Public Service Regulations of 2003 to critically review the findings and advise me accordingly,” he said.
“It is of course a challenge to us when these things occur in a Supreme Audit Institution which has to set an example of national excellence,” the CAG noted.
In the statement, Torbjörn Pettersson, Head of the Africa Department of Sida, said NAOT is performing a key role in Tanzania’s accountability system and is a respected institution both nationally and internationally. 
“The actions now taken by NAOT and the Government of Tanzania will hopefully lead to further strengthening of NAOT,” he said. 
NAOT would like to inform the public that, after the Inquiry Committee has accomplished its mission, NAOT will be in a position to communicate the outcome of the investigation and will be able to take appropriate actions.
