Govt for more loans to students

The government has promised to allocate more funds to the Higher Education Students Loans Board (HESLB) to allow as many students as possible to continue with their studies.

Deputy Minister for Finance and Planning Dr. Ashatu Kijazi disclosed this in Dar es Salaam yesterday during the 8th graduation ceremony at the Institute of Tax Administration (ITA).

He said the country was in dire need of tax and revenue experts as most of students fail to join colleges due to lack of school fees.

The minister said starting next financial year, the government will look into the possibilities of allocating more funds to the loan board to benefit more students including those studying at ITA.

Earlier, ITA Board Chairman Prof Palamagamba Kabudi said students pursuing their bachelor level of studies at the institute fail to continue with their studies due to lack of fees.

He said budget scarcity in funding the loan board has led to few undergraduates’ students’ admission at the institute.

About 538 students have graduated from the institute this year compared to 564 graduates last year, and 600 others in 2014.

Professor Kabudi said ITA plans to expand the institute and conduct practical training purposely to make the institute a centre of excellence despite students’ loans challenges.

He said the institute has already acquired a plot at Nisugusugu- Coast Region for expansion.

“ITA in collaboration with Japan and German government through Japan International Cooperation Agency (JICA and GIZ) have already agreed to provide technical support on the project” he said.

A lecture at the institute Professor Isaya Jairo asked for the need to be more innovative and come up with new courses if the country is to produce more experts in the field.

He said out of 537 graduates this year, 199 were female and 338 of them males with 125 of the students qualifying for the East African Customs Clearing and Freight Forwarding (CFFPC) certificate.

He said 190 of the graduates attained their Basic Technician Certificate in Customs and Tax Management (CCTM), 131 of them with an ordinary Diploma in Customs and Tax Management (DCTM) while 68 students qualifying for a Bachelor of Customs and Tax Management (BCTM).

Since the introduction of the new course of Masters of Arts in Revenue Law and Administration at the institute in 2013, it has attracted a number of students from various countries in Africa including Botswana, Malawi and Uganda thus increasing the institute’s excellence on the continent.

 “The institute has been recognized by the East African Customs Directorate as a centre of excellence in the region in tax and customs fields,” he said.
