The strategy focuses on transforming Dubai into a smart city, in line with the vision of His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai.
The director-general of the municipality, Hussain Nasser Lootah, said: "Five surveys were conducted for different categories and the decision was reached after meeting with 13 entities, 100 workshop leaders and over 35 personal interviewees.
Two groups led the surveys and recorded more than 2,700 responses to the questionnaires, which include opinions from different segments of society. Everyone involved has played a pivotal role in shaping the future of Dubai," he added.
The civic body's Plan VI (2016-21) aims to help the emirate achieve its main objectives - sustainability of the city's environment, providing world-class and high-quality services, efficient urban planning and ensuring high quality infrastructure is available to achieve these goals.
It also plays an active role in building individual and community commitment to social responsibility. The plan has been strategised in coordination with other government entities and will put Dubai at the top of innovation in the world, officials said.
Lootah said that the research was conducted based on best practices in municipal work in seven key areas: the environment, sustainability, society and individuals, standard of living, government services, technology and the economy.
About 18 organisations with proven expertise in managing cities were also part of the research.
Lootah said Dubai ranks 52 on the global indicators list - based on quality of life, sustainable cities, urban planning, smart growth and transformation and other indices.
The research has helped determine that implementing the strategy according to best practices will have a positive impact on improving the efficiency and quality of services, which in turn will raise happiness of Dubai's residents.
The deputy director-general of the municipality, Essa Al Maidour, said the Plan VI will contribute effectively to realising Dubai's vision.
"The plan includes 23 goals and strategies to support the six pillars, which will help achieve Dubai Municipality's vision. By 2021, Dubai will be the first smart and sustainable city and will serve as global reference point of inspiration to other economies. Several strategic projects and initiatives have been adopted in order to fulfill this vision."
The plan sets in place standards of competitiveness and innovation through participation, transparency and happiness, he added.
