The Ministry of Lands, Housing and Human Settlements Development yesterday announced the formation of Kigamboni Development Agency (KDA), charging it with planning, building and running an ultramodern city where of Temeke municipality now stands.
Speaking at a press conference in Dar es Salaam yesterday the minister, Professor Tibayuka said the Kigamboni modern planned city include Tungi, Mjimwema Vijibweni, Kibada, Kisarawe 11, Kimbiji, Pemba Mnazi, Somangila Wards, Kendwa, Inner Simba and Outer Sinda Islands, covering 50,934 hectares.
She said the Agency which would replace Temeke municipal authority would be the planning authority for Kigamboni New City responsible for mobilisation of human and financial resources, land acquisition and sale, compensation and re-settlement, and land development.
It would also be responsible for marketing and promotion of investment in the new city, master plan policy enforcement, including environmental protection and the overall project management.
"I would like everyone to understand that KDA is a public organisation, working for the public interest to satisfy customer needs and taxpayers' in general and the Kigamboni residents in particular," underlined Minister Tibayuka, adding that development of the city would be effected under a Public Private Partnership (PPP).
The Minister assured Kigamboni residents the Government would ensure their interests are addressed fairly.
The vision of KDA was stated as being to develop Kigamboni area into a modern world class city in Tanzania with its mission being to develop and maintain a clean, safe, livable and sustainable ultra modern city in Kigamboni.
KDA’s strategic objective was to "recruit a highly professional multi-disciplinary team of experts to develop the ultra modern city including mobilisation of requisite resources."
Professor Tibayuka said to develop Kigamboni into a modern city four steps would be taken with the first being provision of education to the people on the significance of developing the area.
Others include ensuring adequate funds are sought and availed, that a timely survey of the area for the city and lastly to have houses built where residents would be transferred temporarily to give way for the city to be built.
