New Kigamboni city's roads to be tarmacked with WB money

All rough roads in Kigamboni constituency, in Dar es Salaam, will be tarmacked before year 2015, thanks to the initiatives taken by the government and World Bank (WB) to improve infrastructure.

Speaking to residents of Mgeni Nani area in Temeke District, Dar es Salaam over the weekend, Kigamboni legislator Dr Faustine Ndugulile said the World Bank has agreed to donate money for improvement of infrastructure through Dar es Salaam Metropolitan Development Project (DMDP) starting next year.

“I want to assure you that part of the money will be used to construct all roads in Mgeni Nani and Kijichi areas to tarmac level,” he said.

He said the government has heard a long time cry from people in the area which has to some extent denied development.
Dr Ndugulile said once completed, the roads would change the shape of area and fasten economic development.
He also urged the youth to organise themselves and take loans for their development projects within Temeke wards.

“The Temeke District has set aside 300m/- for youths, you have to join in groups and apply for the money for your development projects,” he said.

A resident identified as Said UgwaUgwa cautioned government officials against misuse of public funds meant for development activities.

“We have been hearing cases of misuse of the money, you as our MP have to make sure it is used as intended and take stern measures against culprits,” he said.

He also requested city authorities to introduce direct routes from Mgeni Nani to other areas within the city.
“We have a very big transport problem in our area, which costs a lot of money, we urge the District government to introduce town buses from here,” he said.

DMDP is a project proposed by the government of Tanzania and financed by WB. The donation is the continuation of Tanzania’s strategic cities project and urban local government strengthening program which are implemented under the same components in other cities in Tanzania.

DMDP is set to strengthen the institutional and urban management systems of the Dar es Salaam Local Authorities (DLAs) in order to enhance the service delivery over time.
The project is expected to cover Ilala, Kinondoni and Temeke Districts, also the Dar es Salaam City Council (DCC).

The four basic components will cover institutional development for improved metropolitan and council management systems, urban infrastructure investments, land administration systems, and support for project management DLAs have the responsibility in preparation and implementation of the project.

The key activities to be undertaken under DMDP include; solid waste management, local roads; storm water drainage systems, infrastructure upgrading in unplanned settlements, pre-feasibility studies of rail and marine transport institutional review and strengthening plan
Others are preparation of project implementation manual, preparation of financial management manuals and preparation of procurement management manuals.

According to research by the United Nations, 2004; Urbanisation is fast taking place in developing countries especially in Africa and Asia and with African countries experiencing the most rapid unfolding.
The research also indicated that urbanisation in developing countries is due to rural – urban migration which results to problems such as inadequate infrastructure, waste management and inadequate housing.
