Prosecute Chenge, Ngeleja over escrow saga: activists

Zanzibar/Dar. Activists yesterday called for the arrest and prosecution of chairpersons of parliamentary committees who were implicated in the Public Accounts Committee report on the Tegeta Escrow Account scandal.

Under a coalition for human rights and good governance here in the Isles, the activists said Mr William Ngeleja, who chairs the Constitution, Legal Affairs and Governance committee; Mr Andrew Chenge, who chairs Budget Committee as well as Mr Victor Mwambalaswa, who chairs Energy and Minerals Committee should be charged over corruption.

The activists were drawn from the Zanzibar Legal Services (ZLS) and Zanzibar Institute of Research and public Policies (ZIRPP).

National Assembly Operations Director, Mr John Joel, told The Citizen over the phone that Speaker Anne Makinda would only take action after hearing from those implicated.

“As you know currently Parliament is in recess: only when it starts its business will the Speaker give members a chance to be heard before any actions are taken,” Mr Joel said.

Recently, Attorney General (AG) Frederick Werema resigned and President Jakaya Kikwete fired the minister for Lands, Housing and Human Settlements Development, Prof Anna Tibaijuka, while Energy and Minerals Permanent Secretary Eliakim Maswi was sent home to pave the way for a probe over the matter.

Executive director for the ZIRPP, Mr Muhammed Yusuph Mshamba, said Mr Chenge and Ngeleja were supposed to face action, including being removed from their positions as chairmen of parliamentary committees over corruption.

“All members of Parliament who were mentioned to have benefited from the escrow account monies must face legal action according to the Constitution,” Mr Mashamba said. He said legal action should also be brought against judges who were implicated in the scandal because they violated principles of their profession. He said that such a move would serve as a lesson to others.

He noted that the trend of corruption has been increasing due to failure by government leaders to keep the legacy of the first President, Julius Nyerere, who used to hate the vice and took firm actions against culprits. For his part, the president of the ZLS, Mr Awadhi Ali Said, argued that in the escrow account scam there were issues of crime and negligence that needed those mentioned to be sent to court.

He said the scandal caused a loss to Zanzibar which missed nearly Sh40 billion after donors declared they had suspended their budgetary support pending government action against those implicated.

He wondered why the prime minister failed to resign when he had failed to handle the matter until Parliament intervened to uncover the corruption in the Tegeta escrow account.

    This wicked and merciless man (Andrew Chenge) seems to be horribly corrupt. I understand he plus Ngereja hail from the Sukuma lands in Mwanza or Shinyanga, the tribe known to be so much contented, less greedy, corrupt and aggressive. I am surprised where did these two guys inherit this evil behavior and highest level of greed from? They are so corrupt so much so that in every corruption scandal you here nowadays (going forward) in Tanzania at least either of them is/ shall be involved.
    If these guys are not checked, they'll one day negotiate a deal to auction the entire country. I am just dreaming of a way Tanzanians at home can find a way to get rid of them at least permanent detention.

        Good question, "why did the Prime Minister failed to handle the matter until the parliament intervened?" Well the answer is widely known, he was right in it! People this is getting really serious for the future of Tanzania;
        William Ngeleja - the person implicated in the mother of escrow scandal (Richmond) refused to leave office and was then dismissed. This is the person trusted to chair the constitution today? What clauses do you think he is going to insert in the new constitution that will allow corruption to be part of the everyday Government procedures? If anything, doesn't this prove that these guys Master Plan is taking shape? Peter Mandelson, a Labour MP for Tony Blair Government was dismissed from office several times but kept coming back! It is widely believe that it was not because of his genius in running offices but what he knew in secrete that might have brought the Government to its knees, same example is going on right now right here! The way it is going I would not be shocked if Ms Tibaijuka becomes the next Speaker of the House!

            That is the reason the president Kikwete hesitating to sack Muhongo!
            Muhongo's ministry is involved in multi-million dollar contracts between Tanzania government and foreign companies. We don't need both of them
            to be in the government. All talks of oil and gas economy Tanzanians can forget if these people remain in their positions. Every step you they take, and the way they communicate their decisions and outcome to the public, even a person who never attend school will know they are compulsive liars!
            I am very concerned of only left natural resources in the country, to see also going to drain similar to mining or even worse.

                I have heard that Muhongo's office has refused to hand over the current oil and gas contracts details with STATOIL to PAC request? PAC has questioned the nation's share of the production based on the known calculations of which, as it stands, looks incorrect, out dated and biased to STATOIL! Is this yet another one of their cunning plans?
