State House probing Tegeta escrow account saga report

Chief Secretary, Ombeni Sefue has said that the State House has begun investigating the controversial withdrawal of 320bn/- from the Bank of Tanzania’s (BoT) Tegeta escrow account.

The Chief Secretary revealed this yesterday at Magogoni State Lodge shortly after President Jakaya Kikwete sworn-in Daudi Felix Ntibenda as the new Arusha Regional Commissioner.

The State House’s announcement comes in the wake of an anticipated decision by the President to among other stringent measures; terminate appointments of key government officials who in one way or another facilitated the withdrawal of the monies from the account.

In the just ended parliamentary sitting in Dodoma, the lawmakers agreed among other resolutions that all key government officials who facilitated the withdrawal of the monies from the account be sacked from their respective positions.

The legislators suggested that the removal of key government officials should also include those who received the monies under dubious circumstances and that the President should let-go the minister for Energy and Minerals, Prof Sospeter Muhongo along with Permanent Secretary to the same ministry, Eliachim Maswi, Attorney General Frederick Werema and minister for Lands and Human Settlements Development, Prof Anna Tibaijuka.

Speaking to reporters, the Chief Secretary maintained that the investigation process had started and that it was also recommended by the legislature to allow the President take appropriate measures.

He however could not disclose the content or organs commissioned to carry out the investigation but insisted that the President will take justifiable actions against those implicated in the saga.

“We cannot publicly disclose the institution commissioned to investigate. These people are just suspects, we want the President to take time to make rational decisions on the matter,” he said.

Sefue applauded the good job done by the Parliamentary Public Accounts Committee (PAC), the Controller and Auditor General (CAG) and the Prevention and Combating of Corruption Bureau (PCCB) on their through report.

He explained that the investigation being done by the State House follows recommendations by the National Assembly to the President, requiring him to investigate the matter before making further decisions.

“Their report was well written, it was good, but I guess they want to dig deep into the controversy and further advise the President,” Sefue clarified.
Speaking on the new appointment of the Regional Commissioner and reallocation of six others, Sefue said the reshuffle was prompted by the medical leave requested by Simiyu’s Regional Commissioner, Paschal Mabiti.

Ntibenda who used to serve as Karatu District Commissioner said his role as the newly appointed Regional Commissioner is to ensure a promising economic growth in the region.

“I am aware that there is violence in Arusha … that’s why I am going to ensure development transpires in the region,” he said, admitting that unlike Karatu, Arusha faces endless land conflicts.

Those who were reallocated include Elaston Mbwilo, from Manyara to Simiyu, Joel Nkanga Bendera from Morogoro to Manyara, Dr Rajabu M Rutengwe from Tanga to Morogoro.

Others are Magalula Saidi Magalula moving from Lindi to Tanga and Mwantumu Bakari Mahiza from the Coast Region to Lindi and Eng Evarist B. Ndiliko from Arusha to Coast Region.
