The Dar es Salaam Port has in the past been marred by incidents of theft, with the authority incurring huge costs to compensate stakeholders for loss of goods, due to what former minister for transport, Dr Harrison Mwakyembe termed as security lapse and existence of a network of thieves within the port.
TPA Acting Director General, Awadhi Massawe told the press in Dar es Salaam yesterday that the authority is contemplating installation of CCTV cameras at the port to strengthen security and customers’ properties.
Massawe said that it was now time to start applying ICT to maintain security within the port which has for long operated without such services.
According to Massawe, with the security system, access and movement within the port premises would be highly restricted.“The move will also assist the authority to combat theft, control of the port, illegal encroaching and protecting the customer’s goods,” he said.
He was optimistic that the installation of cameras around the port, theft incidents will not happen whereby access to and movements within the port will be highly restricted.
Massawe underscored that the move will also go hand in hand with the combating of illegal business of the country’s natural resources.
He said in the past the port had been used as gateway to transport the natural resources to other countries.
“We are also going to add two more scanners which will be used to screen what had been packed in the containers as per listed in the documents,” he said.
According to Massawe, the authority had only two scanners but the addition of other two will ease the operation.
He however underscored that the American government is to offer them two sniffer dogs which will be used in the investigation exercise.
Massawe said that “the experts have already conducted a feasibility study to get to know how the infrastructures will be placed before they bring the dogs in the country.”
In 2013 Tanzania Ports Authority (TPA) invested 10 million US dollars (over 16bn/-) to install the Electronic Single Window System that envisaged integrating the operations of all port stakeholders.
The envisaged system sought to facilitate international trade through simplifying flow of information between traders and government institutions.
“We expect that all port stakeholders — shipping and forwarding agencies as well as government institutions overseeing international trade, will benefit from the system,” says senior port official, citing Tanzania Revenue Authority, Tanzania Bureau of Standards, Tanzania Foods and Drugs Authority and the Ministry of Industries and Trade as among the key stakeholders.
The effective working electronic system will increase operational efficiency and lead to time saving through speedy imports and exports’ information sharing among stakeholders.
Under the envisaged system, processing and handling information will be automated. The clearing agents, for instance, will no longer need to physically move with documents from one office to another for processing but simply feed the necessary information in one computer connected to the system.
Meanwhile, the authority is contemplating installation of the Integrated Security System (ISS) at Dar es Salaam port to strengthen security and customers’ property.

The port official believes that after the installation of the system, theft incidents will become history. “…access to and movements within the port will be highly restricted. Both, people and cars will have to be certified to get into the port premises.”
There will be CCTV cameras installed all over the port, with an electrified fencing to protect the port and its properties. “All the gates to the port will be automated,” said the official.
