Corruption at TRA, TPA costs Hoseah top job

Failure to act on endemic corruption within Tanzania Revenue Authority (TRA) and Tanzania Ports Authority (TPA) has cost Dr Edward Hoseah his plum job as the Director General of the Prevention and Combating of Corruption Bureau (PCCB).
 
In a statement released by Chief Secretary Ombeni Sefue, the Head of State expressed dissatisfaction with performance of PCCB under Dr Hoseah’s stewardship especially over the loss of government revenue at the Dar es Salaam port that has been taking place under his watch.
 
“Areas known for huge losses of government revenue are the port and the Tanzania Revenue Authority (TRA). Therefore, the President is saddened by the fact that acts of corruption have been taking place in these areas for a long time but the speed demonstrated by PCCB in handling these matters does not match his (the President’s) pace,” Sefue said in the statement.
 
According to Sefue, President Magufuli reached the decision after satisfying himself that the performance of PCCB under Dr Edward Hoseah cannot match the pace he wants, hence his removal.
 
The anti-corruption tsar has been replaced by his deputy Valentino Mlowola, in acting capacity, according to State House. Sacking of the anti-corruption watchdog chief has sent shockwaves across the public sector raising one potent question: who is next?
 
Since taking oath of office last month, President Magufuli has demonstrated by word and deed, zero tolerance on corruption and his ouster of the country’s most senior anti-corruption officer comes with a message, ‘the stage is set and no stone will be left unturned.’
 
Earlier this month, President Magufuli suspended eight high-profile officials of TRA for the mysterious disappearance of the 329 containers which led to the loss of 80bn/- in uncollected revenue. In another move, the Head of State recently dissolved the Board of Directors of the Tanzania Ports Authority (TPA) over corruption scandals.
 
The President also annulled the recent appointments of TPA Board Chairman, Prof Joseph Msambichaka and TPA Director General, Awadhi Massawe. The move came after Prime Minister Kassim Majaliwa carried out impromptu visits to the Dar es Salaam Port and unearthed the deep rooted tax evasion racket.
 
Who is Dr Edward Hoseah?
Dr Hoseah was born on July 8, 1958. He holds a PhD in Law from the University of Dar es Salaam, LL.M, Queen’s University, Kingston, Ontario, Canada (1989), LL.B (Hons.)  from University of Dar es Salaam (1985), Certificate on Economics of Corruption, University of Passau, Germany (2007) and Certificate on Governance, Ethics and Anti-Corruption Reforms from University of Birmingham, UK (2003).
 
Apart from serving as PCCB  Director General the position he took up since November 2006 until yesterday when the president nullified his appointment,  Dr Hoseah also worked as Ag director general of the anti-corruption watchdog for 20 days before he was promoted to the full position.
 
 He also served as Director of Investigations, (22/7/1995 – 6/11/2006), Chairperson, Deceased Advocates Trust Fund (1998 – 2001), Chairperson, and Part time Lecturer in Law, Centre For Foreign Relations, (1995 – 2006), University of Dar es Salaam, Faculty of law (2004 – 2006).
 
He is currently Advocate of the High Court and Courts Subordinate, Member, East Africa Law Society and chairperson, Tanzania Conflict Resolution Centre.
 
Dr Hoseah also authored various publications among others Corruption in Tanzania: The Case for Circumstantial Evidence, Cambria Press, New York, 2008, Grappling with the Epitome of Corruption in Tanzania: The Case for Circumstantial Evidence, PhD (law) University of Dar es Salaam, Tanzania (2007 and A Study of the Judiciary and Rule of law in Tanzania with Particular Reference to Bail, (1989), LL.M, Queen’s University, Kingston, Ontario, Canada.
