Reinstated Muhongo launches online transaction platform for mineral sector

Energy and Minerals minister, Prof Sospeter Muhongo
The Ministry of Energy and Minerals has launched the Online Mining Cadastre Transactional Portal (OMCTP) to improve delivery of services and increase transparency in the administration of the mineral sector.

Addressing journalists in Dar es Salaam yesterday, Assistant Commissioner for Mineral Licencing in the ministry John Nayopa said the OMCTP became operational on December 10, last week and since then, all licence payments are done through the OMCTP only.

He reminded customers to register their businesses at the minerals office to continue enjoying this new service and others.

He said the OMCTP allows holders of mineral licences and stakeholders to apply for mineral rights maintain existing rights, submit reports and production returns electronically.

“Our clients will be able to make online payments using mobile phones through (M-Pesa and Tigo Pesa) and Maxmalipo,” he said noting that the customer is required to use a VISA or Mastercard for e-bank payments.“This service also allows customers to get geology and statistical information on the minerals,” he detailed.

Nayopa said the portal will reduce backlog of applications, especially those experienced at the Regional Mines Offices by allowing applicants to record applications directly as well as allowing for online management of mineral rights renewals, transfers and extensions.

He went on to say, current registration for owners of Division A (prospecting and retentions licences) and Division B (special Mining Licence and Mining Licence) are done at the headquarters of ministry, while that of Division C (Primary Mining Licence) are done at the Regional Offices.

“Since July this year to date, a total of 8800 mineral licences have been registered under OMCTP, this includes licences of companies, groups and individuals... 5919 are Prospecting licences,” he went on to detail.

The assistant commissioner mentioned other benefits of the OMCTP to include monitoring all reports submitted electronically and allowing for the timely update of information such as change of address and contact numbers by registered clients.

Eligible applicants are to fill the OMCTP forms which are accessed via www.mem.go.tz for further information and directives including associated documents that may be submitted or send an email through the address of licensinghq@mem.go.tz
