Speech
by President of United Republic of Tanzania – SAMIA SULUHU HASSAN

For the first time
President Samia Suluhu Hassan addressed the parliament since taking the power
as the sixth president after the death of the former president John Magufuli.
She opened her speech by
acknowledging all past government terms including the 5th government
achievements and promised to continue with good work particularly of the 5th
government. She reiterated that, she is not different from Late President
Magufuli, all one! However, she said that necessary changes are inevitable for
the 6th government to operate efficiently, the government will work
within the 2025 Development Vision, CCM Manifest, SDGs, FDGYIII and AU Agenda
2063.
The 6th
government Direction and Vision is based upon the following
1.
Protecting
and maintain the National values which
are peace, unity and Solidarity
2. To ensure the growth of economy from the recently progress Tanzania becoming middle-income country. However, the speed is still slow, a lot of work is needed. At least the growth should increase per annum by 8%. Improve laws and regulations to attract investors, to create conducive environment for the investors and business in general, to rebuild trust from investors.
3.
To
establish one stop online centre to attend investors, have strategic project
that will increase growth of economy and circulation of money.
Investors have been complaining a lot about our unpredictable laws, bureaucracy, unfriendly policies and environment for investing, delay of permission, long procedures, and unavailability of land for investment.
Few Tanzanians are paying
tax in the country compared to the number of Tanzanian. Use of force should not
be applied in collecting tax but also it the duty of everyone to pay tax.
4.
Government
corporations/agencies is another area that need to be improved. Most of them
are struggling when it comes to pay interests to the government.
5.
We
will work closely with private sector. Work permit also have been a problem,
this need to be looked at it again and improved while protecting the interest
of the country.
6.
Agricultural
sector contribution is very little to the GDP, only 20% while 65% of Tanzanians are peasants, the sector
lacks essence of effectivenes. In five
years the sector will be improved.
7.
Livestock’s’
farming contribution in GDP is 7, this is very low compared to the huge number
of the livestock that we have. The same in fisheries farming the GDP
contribution is very low.
8.
The
government will Invest in agribusiness,
all institution will be given capitals, buy 8 ships for fisheries, have all
important materials for boosting
agribusiness in the country. Low interest loans will be availability to small
farmers through the agriculture bank -TADB, insurance also will be important
part of the support to farmers.
9.
From
2015, Mining sectors contributed from 2% to 5%, the 6th government
aims to increase the income from 5% upward.
10.
Industrial
park is very important for our country economy to grow so fast whether Bagamoyo
or somewhere else.
11.
Tourism will be also party of priorities, to
increase the number of tourists up 5 million
12.
Transport
infrastructure growth is aimed which in
turn will help in growing the economy of the country
13.
ATCL
is a strategic project, it will be supported to operate on its own but with efficiency
and profit making
14.
Health
–health insurance is a priority, continue to reduce maternal health death,
vaccination and necessary medication availability. COVID19, precaution measures
to be serious observed, the formation of committee on COVID19 with other
regional counter parts EAC and SADC is ongoing.
15.
Education,
increased of enrolment due to the free of school fees and loan board for the
higher learning, skilful education is ´highly recommended, curriculum should be
amended to go with need of the development particularly on growth of the
economy.
16.
Water.
Still no enough distribution of clean and safe of water, we will work on it,
all projects must be supervised well and a huge changes of engineers in every
region is coming, also keep source of water throughout the country, the
projection to reach urban areas by 95% and 85% for the Rural areas by 2025
17.
International
cooperation
a.
Increase
Economic diplomacy with international counter parts, increase the efficiency of
the foreign affairs ministry and use our embassies for that cause in accordance
to our economic and foreign policies.
b.
Employ
professional servants to save our missions
c.
Opening
of news embassies, consular and business centres in strategic cities
d.
Review
the 2000 foreign policy so it goes in line with contemporary world
e.
Continue
with engagement in international relation like peace keeping
18. DEMOCRACY AND FREEDOMS: To protect the principles of democracy, peoples freedoms
and media freedoms. Freedoms and democracy are important for the peace of the
country but also help to promote economic, political and social development. No
democratic freedom is without protection and regulation of laws. In the same vein, the plan is to meet with all
political leaders in the country, to have common understanding on the operation
of political parties in the country, to have clear direction of the political activities
for the benefit and interest of our country.
19. JUDICIARY:
Work closely with judiciaries, justice should prevail in the judicial system,
also the same to AG, DPP, PCCB, PRISON etc.
20.
Development
of the Dodoma capital city will continue.
21.
Gender
equality will be very much considered by appointing good number of women in
leadership but those who qualify for the positions.
22.
PARLIAMENT: The role of the parliament
is to oversee the government and hold it accountable and not otherwise, be the
voice of people who have sent you. Criticise the government when necessary, but
constructive criticism. Without cooperation with government, it will be very
difficult to work effectively.
23.
The
freedom of social media should be used with wisdom without causing confusion to
the public.
