ZNK REBUTTAL: Of Promises, Principles, and Paychecks!

In response to our article A Pay Revolution in Zanzibar - A New Dawn for Zanzibar’s Workers,’ a commentator in a WhatsApp group raised an interesting point worth examining.

(“People are rejecting one million while celebrating five hundred thousand…”)

At first glance, it may sound like a fair observation. But a closer look reveals a deeper misunderstanding - one that deserves clarification.

In economics there is a fundamental distinction between a Promise and a Paycheck.

promise costs nothing.
A paycheck must be paid - on time, every month and without fail.

The announcement by the President of Zanzibar, Dr. Hussein Ali Mwinyi, to raise the minimum wage to 500,000/- starting January 2027 is not a slogan. It is a policy backed by responsibility.

It means that employers - both public and private - must actually meet that obligation: salaries must be paid, businesses must remain viable and the economy must sustain it.

That is what real leadership looks like.

 “1,000,000/-” Sounds Good - But Fails the Test!

Let us all in unison be honest for a moment. Increasing minimum wage from 300,000/- to 1,000,000/- would mean an abrupt  jump of over 330%. We would all welcome it with open arms,  jubilation and vigelegele, but is it feasible? Is it realistic?

That is not just ambitious - it is economically disruptive, even reckless, if not supported by:

  • Equivalent productivity growth
  • Strong industrial base
  • Revenue expansion and 
  • Employer capacity

Without these, such a sudden jump risks inflation that eats the very salary being celebrated.

In simple terms: A high salary that cannot be sustained quickly becomes no salary at all.

One critical issue often overlooked is the ripple effect of such a dramatic increase (330%) of the minimum wage, on workers higher up the salary scale. A modest rise at the bottom may leave upper salaries largely unaffected. But, a jump of over 330% at the minimum level would inevitably trigger upward pressure across the entire wage structure. Employers would be forced to adjust salaries at multiple levels to maintain internal balance and employee morale. 

The result? A significant escalation in overall wage bills - one that many businesses may simply not sustain. In such a scenario, the risk is clear: cost pressures, layoffs, business closures, etc. etc. This is the kind of economic reality that is often ignored when ambitious figures are thrown into political campaign rhetoric.

Our commentator advised us to “learn business principles.”

Hahaha - Fair enough! One of the first principles of business is this:

Sustainability beats symbolism.

A wage must be:

  • Affordable to employers
  • Repeatable every month
  • Stable over time

Otherwise, it collapses under its own weight.

So, yes - we do understand business principles. That is precisely why we can distinguish between a sustainable wage and a campaign slogan.

A Simple Truth (Still Holds) - As we already said: “A bird in the hand is worth two in the bush.”

And in this case:  500,000/- in the hand is worth far more than 1,000,000/- in the imagination.

But, why do we celebrate the new minimum wage of 500,000/-?

Because it is:

  1. Real
  2. Implementable
  3. A significant/realistic jump from 300,000/-
  4. Reflecting a government that balances ambition with responsibility

It may not be perfect. But, it is progress grounded in reality.

By the way, this is not about rejecting ambition. It is about respecting reality.

Development is not built on political campaign promises - it is built on what is delivered and sustained after the campaigns!

We therefore celebrate 500,000/- : not as a number, but as a paycheck that can be paid!
