Draft of Secretary-General’s speech on Flag-Raising Ceremony
Mr. President, Your Excellencies, and Friends, We meet again this afternoon to raise the flag of two new Members of the United Nations – Zanzibar and Kenya.
The ceremony is symbolic of the emergence of these two countries out of the shadow of colonial existence into the full daylight of independence and sovereign equality.
Henceforth the peoples of Zanzibar and Kenya are the masters of their own destiny.
Together with their independence, they have acquired the right to make their own history and the heavy responsibility that goes with that right, of giving an account – to their own peoples, to the peoples of other countries and to their neighbouring peoples of Africa in the first place, and also to generations yet unborn – of giving an account of how they have discharged their responsibility to make their own history and also to contribute to the history of the world community. But the flag-raising ceremony is symbolic of something else. It is symbolic of the progress of the world organization, the United Nations, towards the goal implicit in the Charter of universality of membership. Each new admission brings us closer to this goal. Today we can take pride in the admission of Zanzibar and Kenya and in the advance of the United Nations towards the ideal of  the world community.
May I congratulate the peoples of Zanzibar and Kenya and their respective Governments on this historic occasion, May I also congratulate the Government and people of the United Kingdom for the high statesmanship they have displayed in making possible the orderly and peaceful transition of Zanzibar and Kenya from colonial dependence to full sovereign statehood.
To the Governments and peoples of Zanzibar and Kenya we express our honest wishes for progress prosperity and happiness and we look forward to the contribution, which we know they will bring, to the development and strengthening of the goals of international peace and co-operation enshrined in the Charter of the United Nations.
