
The long-serving director general of the National Social Security Fund (NSSF), Dr Ramadhan Dau (pictured), has been eased out as the powerful head of the country’s biggest pensions fund in the latest government shake-up by President John Pombe Magufuli.
A statement issued by State House yesterday said Dau has been appointed ambassador and would be assigned a duty station at a later date. He will in the meantime be transferred to the Ministry of Foreign Affairs, East Africa, Regional and International Cooperation.
No reason was given for his removal from NSSF.
Major investment projects implemented by NSSF under Dau’s leadership include the $143.5 million Kigamboni bridge, the $544 million DEGE Eco Village in Kiluvya Hills, Mtoni Kijichi, and real estate ventures including a series of high-rise office buildings in Dar es Salaam and other major urban centres across the country.
Widely respected as one of the foremost experts in Tanzania on social security issues, Dau had been at the helm of the country’s largest pensions fund for the past 15 years.
He holds a PhD in marketing from the Victoria University of Wellington, New Zealand; an MBA from the American University of Cairo; and a Bachelor of Commerce (Marketing) degree from the University of Dar es Salaam.
Prior to his appointment at NSSF in 2001, Dau held various academic posts at the University of Dar es Salaam.
According to an earlier statement from the president’s office in January, several Tanzanian diplomatic missions abroad have become vacant after their ambassadors were recalled for various
reasons, including reaching the retirement age.
The vacant missions include those in London (UK), Brussels (Belgium), Rome (Italy), Tokyo (Japan), Kuala Lumpur (Malaysia), and Brasilia (Brazil).
The latest statement from Ikulu said President Magufuli had also appointed two ex-cabinet ministers and former ruling Chama Cha Mapinduzi (CCM) 2015 presidential hopefuls as ambassadors along with Dau. They are Dr Asha-Rose Migiro, a former foreign minister who later held the position of United Nations deputy secretary general, and Mathias Meinrad Chikawe who was home affairs minister in the last cabinet of preceding president Jakaya Kikwete.
In another development, the president has also appointed a senior Bank of Tanzania (BoT) official, Dr. Modestus Francis Kipilimba, as acting director general of the National Identification Authority (NIDA).
Dr Kipilima was prior to his appointment the central bank’s director of risk management. He takes over from the former NIDA boss, Dickson Maimu, who was sacked by President Magufuli last month over allegations of dubious expenditure related to 179.6 billion/- set aside for the national identity cards project.
Magufuli has also confirmed Simon Sirro as the new commander of the Dar es Salaam special police zone, promoting him to the rank of (full) police commissioner (CP). Sirro was a deputy police commissioner (DCP) previously. He takes over as Dar es Salaam police chief from the retired Suleiman Kova.
Albert Nyamuhanga becomes commissioner of police in charge of finance, administration and logistics; Robert Boaz Mikomangwa becomes commissioner of police in charge of intelligence, and Nsato Marijani Mssanzya is the new commissioner of police responsible for training and operations, according to the latest State House appointments.
