Dar es Salaam. Coalition of civil society organisations has appealed to the government to demand the immediate and transparent repayment of Sh207 billion from Tegeta escrow account that was fraudulently paid to Pan African Power Solutions Tanzania Limited (PAP).
In their joint statement sent to the media yesterday, the eight civil society organisations also pushed for the government’s implementation of Parliament’s recommendations to resolve the IPTL affair in the public interests.
The civil societies were Tanzania Coalition on Debt and Development, ACTIVISTA, Tanzania Youth Vision Association, SIKIKA, Action Aid Tanzania, HakiElimu and Youth Partnership Countrywide.
“We call upon the government to bring to book all those involved in the pillaging of the Tegeta escrow account through abuse of power and theft of public funds,” reads part of the statement. The statement further recommends that the Prevention and Combating of Corruption Bureau (PCCB), the police and other security agencies should take action against all those mentioned in the Parliamentary Public Account Committee’s report and others who would have been found culpable after further investigations.
They further suggested that Stanbic Bank, Mkombozi Bank and other financial institutions be investigated for failures in due diligence and money laundering.
“We are concerned about the ease with which the Tegeta escrow funds were transferred from the Bank of Tanzania (BoT) to private banks, and subsequently to individual bank accounts. These acts manifest a lack of due diligence on the part of the parties concerned,” the statement says.
The activists said the IPTL scandal revealed a serious crisis in the legitimacy of the Government that could only be resolved by strong leadership and decisive action to bring closure to the long-drawn out IPTL saga once and for all. The civil societies commended the Controller Auditor General (CAG) and PAC for their crucial role in monitoring and holding to account public officials.
